What makes this sector different
Decisions are politically visible. Senior appointments, exit packages, restructures and disputes can end up in committee papers, in the local press and in FOI responses. This does not change the employment law, but it changes what good process looks like — because the process itself may be published.
The approval path is long and scheduled. Member decisions, committee cycles, statutory officer involvement and constitutional requirements all sit between a proposal and its implementation. Restructure timetables built without mapping this are routinely undeliverable.
Statutory duties layer on top. Public sector equality duty considerations, consultation obligations, and the specific requirements attaching to statutory officers all apply in addition to ordinary employment law. Advice that treats a council as a generic employer misses most of what makes the decision difficult.
